Miami-Dade Sent Rockstar a Vice City Wish List

Miami-Dade wrote an 11-slide Vice City pitch for GTA 6. Rockstar has not signed, and the sheriff cannot veto a deal that does not exist.

Miami-Dade County sent Rockstar Games an 11-slide Vice City pitch on June 29, and the sheriff is trying to kill a Grand Theft Auto 6 tie-in that has no contract.

The file is a county document, not a studio takeover plan. Mayor Daniella Levine Cava’s office still wants the money. Rockstar has not said a word.

Miami-Dade Wrote the Vice City Wish List

The PDF is named GTA x MDC. It weighs about 19 megabytes, runs to 11 slides, and was built in Canva on June 29, 2026, the same day it went to Rockstar. The cover reads “MIAMI-DADE COUNTY,” then “Vice City concept. Opportunities for countywide activations.”

Slide two is a county disclaimer. Every idea is preliminary. Nothing in the file is an approval or a promise. A Florida public records request turned the deck loose on August 27, and screenshots raced around as if Rockstar had demanded the airport. The ideas on the page belong to county staff.

THE PITCH CALENDAR

  1. June 29, 2026: County staff send Rockstar the 11-slide Vice City deck.
  2. August 27, 2026: The file becomes public; Rockstar’s 26-minute extended look lands the same day.
  3. September 3, 2026: Sheriff Rosie Cordero-Stutz and Commissioner Juan Carlos Bermudez call for a halt; judges ask that courthouses be left out.
  4. November 12, 2026: Digital buyers can preload Grand Theft Auto VI.
  5. November 19, 2026: The game launches on PS5 and Xbox Series X/S.

Carlos Suarez, a spokesman for Levine Cava, confirmed staff had held “some conversations with Rockstar about potential opportunities around the launch of GTA VI.” He added that nothing has been formally agreed to or approved, and that any idea would have to go through the usual review.

“Given Miami-Dade’s clear influence on the game, we think there could be a unique opportunity to generate revenue for the County while showcasing Miami-Dade to a massive audience,” Suarez said.

The published slides do not name a fee. There is no commission vote on the calendar. First contact is described two ways, with some local accounts saying Rockstar asked about a paid launch campaign and the county answering with concepts. The file itself is the county asking.

Rockstar’s Launch Does Not Run Through County Hall

Rockstar already told players what they will buy. On November 6, 2025, the studio set a November 19 launch in modern Vice City, inside the fictional state of Leonida, after adding months of polish to a long wait. Parent company Take-Two Interactive has built its year around that date.

In an August 7 earnings release for the quarter ended June 30, Chairman and CEO Strauss Zelnick tied the company’s year to the same launch. He reiterated a $8.0 to $8.2 billion net bookings outlook for fiscal 2027. First-quarter net bookings were $1.39 billion, down 3% from $1.42 billion a year earlier. GAAP net revenue was $1.53 billion.

WHAT TAKE-TWO HAS ALREADY BANKED ON

  • Launch date: Thursday, November 19, 2026, on PS5 and Xbox Series X/S.
  • Yearly target: $8.0 to $8.2 billion in fiscal 2027 net bookings, driven in large part by Grand Theft Auto VI.
  • Last quarter: $1.39 billion in net bookings for the period that included the start of pre-orders.
  • Preload: a preload window starting November 12 for digital copies.

A wrapped Metromover car does not move those figures. Rockstar can sell Leonida with trailers, store pages, and a Grand Theft Auto 6 extended first look that went out the same day the Miami file leaked. Manhole covers are a souvenir the county wants to sell back to a company that already drew the map.

Who Can Stop the Pitch?

Sheriff Rosie Cordero-Stutz, a Republican, and Commissioner Juan Carlos Bermudez, a Republican weighing a 2028 run at the mayor’s office, put out a joint statement on September 3. Bermudez’s district office listed it as a call to reject the use of county resources to promote Grand Theft Auto VI, including a possible “Vice City Airport” treatment of Miami International Airport. The sheriff has no power to cancel a marketing draft. Bermudez can vote no if the item ever reaches the dais.

Grand Theft Auto is a video game franchise built around criminal activity. Its fictional world includes murder, robbery, drug trafficking, carjacking, violence against law enforcement, and other conduct that the men and women of the Miami-Dade Sheriff’s Office work every single day to prevent. At a time when law enforcement is working every day to reduce violent crime, prevent robberies and car thefts, combat drug trafficking, and build stronger relationships between our deputies and the communities we serve, I believe we need to seriously consider the message we send when our own government promotes a fictional identity centered around many of those same crimes.

She closed with a line that traveled farther than the rest: “Miami-Dade County is not Vice City.”

Bermudez said he still cannot believe the county is considering a temporary rebrand of major assets, including the airport as “Vice City Airport.” He wants the talks, costs, and public benefits laid out, and he wants the real county promoted, “not a fictional version of our community defined by crime and violence.”

WHO HOLDS WHICH LEVER

  • The sheriff: Can speak and lobby. She cannot kill an unsigned pitch.
  • The commission: Would have to vote if a contract is written. No item has been filed.
  • Aviation and the seaport: Would have to clear any wrap on a display aircraft or a Terminal J mural.
  • The mayor’s office: Still describes the talks as a revenue chance, subject to review.
  • Rockstar and Take-Two: Have not commented. They can walk away at no cost.

The first wave of posts treated the deck as Rockstar colonizing Miami. That inversion stuck. Players called it peak marketing and a tourism windfall. The objection that landed later is the airport name, which is how Bermudez framed a slide about arrivals screens, luggage tags, and a wrapped display plane.

Nine Properties and No Price Tag

The deck lists nine concepts, each tied to county-owned land. Mock-ups in the file are generated images, not Rockstar art. A fake transit card reads “MIAMI-DADE COINTY.” A luggage-tag stand says “COLLECT THEM ALLE.” None of those frames is approved game artwork.

The beach slide is the only place the county puts Rockstar on the giving end, and the wording is thin. Rockstar “could also support” shade, bike racks, water-bottle stations, and artist-designed bins. That is the county asking a publisher to fund park furniture in exchange for a photo frame.

The library idea sits inside a department that already reports to chief of staff Christopher Hudtwalcker. In June the mayor moved Cultural Affairs and the public library system under his office. A Vice City Radio Lab would be a branding exercise in a building his shop already runs.

Courthouses Asked to Be Left Out

Chief Judge Ariana Fajardo of the Eleventh Judicial Circuit and Clerk of Court Juan Fernandez-Barquin wrote the mayor the same day as the sheriff’s statement. They did not reject the idea of the county making money. They asked that court buildings be carved out of any Grand Theft Auto VI or Vice City work.

However, we respectfully request that all Miami-Dade County courthouses and court-related facilities be expressly excluded from any current or future discussions, proposals, marketing, filming, branding, signage, or other promotional activities associated with Grand Theft Auto VI or the Vice City brand.

The letter notes that people walk into those buildings to face charges, losses, and family cases. Fajardo’s ask is a boundary, not a veto of the airport wrap. It is also the cleanest read of the hidden cost: some county property can wear a joke, and some cannot.

The Radio Lab the Fight Skipped

The sheriff’s list is murder, robbery, drugs, carjacking, and violence against deputies. Bermudez’s list is the airport name. Almost nobody is arguing about a public studio that would mix local radio history with game-styled gear, or about a car show the slides call family-appropriate.

Those are the pieces a tourism shop can defend without quoting a trailer of Lucia flipping off police. They are also the pieces that need staff time, insurance, and a feasibility study the disclaimer already flags. A manhole cover is cheap symbolism. A library program is an operating choice.

Levine Cava’s office has not changed its line since August. Influence on the game is obvious, Suarez said, and the county sees a chance to get paid while it is shown to a huge audience. That is a sales pitch from a government that does not own Vice City.

Vice City Has Used This Skyline Since 2002

Rockstar’s artists walked Miami neighborhoods for Grand Theft Auto: Vice City, released in 2002, and built a fantasy city out of pastel hotels, neon, boats, and a crime plot that borrowed from Scarface and Miami Vice. Producer Leslie Benzies called the real city “a party town, all sun and sea and sex, but with that same dark edge underneath.” The new game returns to a modern version of that place, with Jason and Lucia on the run across Leonida.

Miami has sold that look before. Miami Vice, which premiered in 1984, put the city on national television as both a crime zone and a postcard, and local tourism later leaned into the glow. The county now wants a cut of a sequel it did not finance. Rockstar can keep the likeness either way. The sheriff can keep saying the county is not Vice City. The slides already offered to dress the airport as if it were.

On November 19, players will land in Leonida whether or not a display jet at MIA wears magenta palms. The unsigned deck will still be a county document, and Rockstar will still owe Miami-Dade nothing for the skyline it already copied.
